Easy to see how they would have set the weight assuming a tire of n laps, and if you have n+15 laps (that's only 25g of rubber a lap, less than an ounce) then you are light. Presumably Toto realized that he f'ed up by not telling Russell that Russell's strategy call would likely result in the tires being light by the end of the race, and this was a track you can't pick up weight on.
